State Change Of The Coverage Of Insured Persons Under The National Pension Scheme And Their Planning For Later Life

Abstract
This study analyzes state change of the coverage of insured persons under the National Pension Scheme (NPS) and their planning for later life, using Korea Welfare Panel Study. The results of the study show that, compared to Workplace-based Insured Persons, Individually Insured Persons (IIP)¡¯ status of coverage for social insurance and private insurance as well as their safety level of the coverage for the NPS are relatively low. In addition, women¡¯s gaps in NPS coverage are greater than men¡¯s one because women¡¯s rates for insured persons exempted from contribution payments and those for persons excluded from the NPS coverage are considerably higher than men¡¯s one. As a result, old-age income security for women, especially female IIP and those excluded from the coverage is more likely to be weaker than that for men. Thus the NPS needs to reform in order to improve these problems.
